Evaluation Rubric – Indigenous Arts Support: Grants for Collectives and Organizations

In the grant assessment process, the Ontario Arts Council provides a rubric to assessors to guide them in rating applications. The following rubric is for the Indigenous Arts Support: Grants for Organizations program, which uses three assessment criteria: artistic merit, impact and viability. 
 

Artistic Merit  

 

Rating: Excellent (3) 

  • Clear and compelling artistic or service activities and achievements  

  • The collective or organization’s purpose, mandate and vision (as applicable) are vital and relevant

  • Its achievements, initiatives and current activities are of a very high level, serve as an example to others and embody its purpose, mandate or vision. 

  • Artistic examples demonstrate excellent artistic or service quality. 

 

Rating: Good (2) 

  • Defined artistic or service activities and achievements  

  • The collective or organization’s purpose, mandate and vision (as applicable) are clear

  • Its achievements, initiatives and current activities are relevant to its purpose, mandate or vision. 

  • Artistic examples demonstrate good artistic or service quality

 

Rating: Poor (1) 

  • Unclear artistic or service activities and lack of achievements  

  • The collective or organization’s purpose, mandate and vision (as applicable) are unclear or not relevant

  • It is unclear how the collective’s or organization’s achievements, initiatives and current activities fulfill its purpose, mandate or vision or they are unrelated

  • Artistic examples demonstrate poor artistic or service quality

 

Impact 

Rating: Excellent (3)  

  • The applicant clearly lists realistic and highly relevant next steps that will help them develop their organizational capacity and/or become more sustainable.  

  • The applicant has a demonstrated and meaningful impact on artists, communities, audiences and/or participants. 

 

Rating: Good (2) 

  • The applicant lists relevant next steps that will help them develop their organizational capacity.  

  • The applicant has some demonstrated impact on artists, communities, audiences and/or participants. 

 

Rating: Poor (1) 

  • The applicant lists no or irrelevant next steps that will not help them develop their organizational capacity.  

  • The applicant has unclear, weak or no impact on artists, communities, audiences and/or participants. 

 

Viability 

Rating: Excellent (3) 

  • Past history of project and budget management is clear and relevant and indicates a high probability of success in managing a grant from this program and implementing plans. 

 

Rating: Good (2) 

  • Past history of project and budget management is relevant and indicates some probability of success in managing a grant from this program and implementing plans. 

 

Rating: Poor (1) 

  • There is little or irrelevant past history of project and budget management, and no indicators of the probability of success in managing a grant from this program or implementing plans.
